Sarah M. Frazier

Sarah M. Frazier is a leading False Claims Act litigator with a nationwide practice. Sarah represents qui tam whistleblowers in fraud schemes ranging from war profiteering to Medicaid kickbacks to best price violations in jurisdictions across the United States.
A recent successful False Claims Act case was Sarah's representation of a whistleblower $25.4 million settlement for the government. Sarah litigated this case from inception through pretrial motion practice and into settlement. The case involved Department of Defense procurement fraud by a military contractor in which the contractor padded invoices with impermissible accessorial costs.
Sarah's extensive trial experience includes health care fraud trials, a Foreign Corrupt Practices Act acquittal and a medical insurance fraud acquittal.
Sarah has served as a program director for the ABA's biennial National False Claims and Qui Tam Trial Institute since 2013 and takes a leading role in writing the fact pattern for the program's mock trial. She lectures frequently on the FCA and white collar crime, including teaching a course on qui tam litigation at the University of Houston Law Center. Sarah is an active member of The Anti-Fraud Coalition (TAF). Sarah is a member of the Council of the American Bar Association's Health Law Section.
Sarah also has an active white collar criminal defense practice. As part of her pro bono, Sarah has representaed a Texas death row inmate for more than 20 years.
After graduating from law school, Sarah was a federal law clerk in the Eastern District of North Carolina for Judge Terrence W. Boyle.
