Mark Hanna

Mark Hanna represents labor unions and employee benefit plans in arbitration proceedings and in federal and state courts. He works closely with unions to develop creative campaigns to organize workers.

Mark also successfully represents qui tam relators (whistleblowers) in False Claims Act cases in a variety of sectors including:

• fraud by pharmaceutical companies for off-label marketing and providing kickbacks to doctors;
• fraud by government contractors for best pricing, price collusion, and kickback violations;
• fraud by government contractors that do not provide wages and benefits to employees pursuant to the Davis Bacon Act and the Service Contract Act;
• fraud by government contractors falsely certifying they are small businesses and/or minority contractors;
• fraud by military contractors in Iraq/Afghanistan and in the United States for providing substandard goods and services to the military

Mark is adept at working in the unique procedural framework of the False Claims Act, including working with the Department of Justice and United States Attorneys’ offices while cases are under seal and in jointly litigating cases with the government. 

Mark also represents workers in collective and class actions alleging wage-and-hour violations, including overtime and donning and doffing violations. 

Mark has acted as local counsel in the Eastern District of Virginia’s rocket docket and in the District of Columbia representing shareholders in securities cases as well as representing companies in commercial disputes.

In addition to his community service at the D.C. Employment Justice Center, Mark has experience in international labor rights issues, traveling to the Middle East and China to promote independent unionism and worker dignity.

Mark was an elected member of the Steering Committee of the DC Bar's Labor and Employment Section (2006-2009) and has organized and moderated a number of programs for the Section.
